In 2002, when the textile industry cluster began to rise rapidly, the China National Textile and Apparel Council, which had just been reformed after the reform of the state organs, cooperated with local governments and associations to start the pilot construction of industrial clusters. From the year 2002 to 2012, they witnessed the development and changes of China's textile industry cluster. A few days ago, the reporter interviewed Chen Shujin, the chief person in charge of the co-construction of the cluster pilot project and vice president of the China National Textile and Apparel Council.

Reporter: Textile industry clusters have gone from scratch to today, reflecting the advantages of upstream and downstream enterprises in the textile industry chain in the same area consciously supporting the development of the division of labor. Ten years of pilot co-construction work has many lessons. Please talk about your feelings.

Chen Shujin: In fact, China's textile industry clusters, whether they are formed by traditional industries or due to foreign investment and export pull, can develop to such a large scale today, and most of them maintain the potential for sustainable development in the process of transformation and upgrading. All are closely related to the attention and support of the local government.

In recent years, local governments have fully used various resources, followed economic laws, guided and supported the development of industrial clusters, and played an important role in industrial clusters. The first is the preparation of development plans. The characteristic of our country's economic development is planning ahead. The industrial cluster areas basically include the textile and garment industry as a pillar industry or a key industry plan, as well as a plan for market development and industry support. The second is the implementation of organizational planning. Work groups have been set up around the country. Leaders of the party and government are responsible for the leading group of textile and garment development work, and offices of the relevant bureaus of the Bureau of Economic Affairs (offices) and other relevant departments. The third is that public service platforms have been established in various places, including the establishment of design and research and development centers, testing centers, information centers, training centers, logistics centers, intellectual property protection, and brand fostering institutions. It also includes the active promotion of the establishment of SME financing guarantee centers. The fourth is to provide support for the indicators of industrial land use and the construction of textile parks. Including the rigid implementation of national environmental protection policies, supervision and guidance of corporate social responsibility. It also includes supervision of enterprises in respect of employees, and implements the China Textile Enterprise Social Responsibility Management Standard (CSC9000T). The fifth is to grasp the construction of leading enterprises and give support to the leading enterprises in various aspects, such as promoting the listing, and obtaining relevant state and provincial policy support.

Reporter: As a result, the development of industrial clusters is under the strong support and guidance of the local government, to overcome blindness, from emotional development to rational development?

Chen Shujin: Yes. In the past, the development of many clusters was highly spontaneous and subject to limitations. The cluster region has grasped domestic and international markets and grasped the trend of industrial development. It has insufficient understanding of domestic and foreign counterparts, upstream and downstream industries, and related industries. The development is relatively blind, not only without long-term planning, but also with short-term planning. Over the past few years, the situation has been greatly improved, and professional development planning has been used by a large number of clusters. Today's more developed cluster regions can rely on their own strength to formulate more realistic short- and long-term development plans, while under-strength cluster regions employ national, provincial, and municipal association organizations, or universities, planning and design institutes, etc. to help develop the development plan. . In the preparation of the plan, we can put local considerations across the province, the country, and even the international community. In particular, the State Council has approved the guidelines for the adjustment and revitalization of the textile industry, the Outline for the Construction of the Textile Power, the Development Plan for the 11th Five-Year Plan for the textile industry, and the 12th Five-year Development Plan for the textile industry. The level of local planning has continued to increase. Although the level varies from place to place, it is an improvement from perceptual development to rational development.

Reporter: Our industrial clusters have their own unique advantages and have created many experiences that are in line with China's national conditions. Can you analyze the advantages of the cluster from characteristic industries and featured products?

Chen Shujin: China's textile industry cluster economy is characterized by both comprehensive development and representativeness of a certain industry. There is also a subcategory of products, but their common denominator is scale and professionalism. Some of them are incredibly large. The reason why the textile industry cluster can grow is that it can realize low-cost, high-efficiency, increase profitability, and enhance competitiveness, and the industrial cluster economy also has a strong knowledge spillover and technology spillover characteristics. Its scale has rapidly expanded. In the textile cluster region, whether it is government leaders or entrepreneurs, they can timely grasp the law of becoming bigger and bigger, and specialize in doing so. They will soon be bigger and bigger, and they will form one characteristic industry cluster that plays a decisive role in certain industries or products. For example, in Zhangzhou, Zhejiang Province, the first Sino-foreign joint venture Jiayou Tie Co., Ltd. was established in December 1984, and the tie industry in Zhangzhou started. By 2009, the output of ties will reach 350 million, with production accounting for 90% of the country and 50% of the world. Cixi City, Zhejiang Province is the world's largest gathering place for plush products. Currently, the production of plush products in the city accounts for 60% of the world's total. With the efforts of the enterprises and the support of the government, enterprises with economies of scale are formed. In this field, the competitiveness is rapidly increasing, forcing companies in other countries and regions to have to switch production or even give up. There are many similar examples. In the pilot industry cluster of the China National Textile and Apparel Council, there are many “single-player” champions who have become national or even worldwide in certain categories of products.

Reporter: Is the industry chain supporting the greatest advantage of the cluster?

Chen Shujin: As we all know, the textile industry has a long chain and many links. Often within a region, the more complete the processing industry chain is, the lower the procurement support cost will be, and the impact of market fluctuations will be small. Due to the close connection between upstream and downstream, the cluster economy is relatively stable. In the process of cluster economic development, it is a typical practice to improve the industrial chain, which is also difficult for foreign textile counterparts. Some industrial clusters have a long history and the original industrial chain is relatively complete. In the process of development, they pay more attention to balance and make the industrial chain stronger. There are also some clusters, and in the development of specialty industries and specialty products, the industry chain has also been strengthened. The upstream product clusters extend downstream, the downstream product clusters expand upstream, and the intermediate product clusters develop toward both ends. Many clusters that have a better grasp of the macro and micro perspectives and their own actual conditions have considered the decision-making, and thus have achieved very good results.

Take Fujian Changle as an example. Fujian Changle Textile began with warp knitting. In 1979, the first 303 warp knitting machine was introduced to produce chemical fiber nets. By 1996, more than 500 warp knitting companies had been established. Warp lace and other products are famous both at home and abroad. Due to the large amount of raw materials such as polyamide fiber, companies see business opportunities. Changle City Government took great care of the industrial chain. In 2005, Liheng Nylon was established. The first phase of the nylon spinning project was put into production in 2006. Afterwards, other projects were launched one after another. In 2011, the output value of the chemical fiber industry in the city reached 25 billion yuan. Chemical fiber leading enterprises led more warp knitting companies to enter the industrial chain. Now Changle City has 13,000 warp knitting machines, and has accelerated the technical innovation in the warp knitting industry. The quality of products has been greatly improved.

Reporter: From the perspective of global economic integration, has industrial clusters become the comparative advantages of China's textile industry?

Chen Shujin: I can say that. Over the past few years, China's textile industry cluster regions have already deeply realized that the current market competition has evolved from the competition between enterprises to the competition of the industrial chain in a certain sense. Only by strengthening the construction of the industrial chain can the competitiveness of local products be improved. . At present, the industrial chains of the powerful cluster regions are all perfect, which enables them to maintain their competitive advantages. At the same time, we have seen the rapid development of the professional market in the cluster area, the increase in market functions, and the good interaction with the industry. The e-commerce sales in the cluster area is very common, and the industry, professional market, and e-commerce are closely integrated, making the textile cluster region more competitive under the current business model.
